General Activities on Department of Energy (DOE) Cases

The Act (EEOICPA) established a compensation program for individuals who, over the past 50 years, have performed duties uniquely related to the nuclear weapons production and testing programs at Department of Energy (DOE) and its predecessor agencies. OCAS will reconstruct radiation doses by evaluating all appropriate data relevant to which an individual worker or group of workers have been exposed, particularly when radiation monitoring data are unavailable, incomplete, or of poor quality. The data used for the dose reconstructions will be obtained through requests sent to DOE and data search and capture efforts.

2009 Data Search and Capture Efforts for DOE Cases

OCAS along with Oak Ridge Associated Universities (ORAU), the contractor hired to support NIOSH's responsibilities under The Act, have been involved in data search and capture efforts. These efforts are being conducted at various DOE sites and federal and private records storage locations throughout the United States to retrieve radiation monitoring data needed to conduct dose reconstructions.

Listed below are the data search and capture efforts for DOE sites that occurred during 2009. When available, we have included the sites for which information was recovered. The most recent efforts are at the top of the list:

  • Hanford
    Richland, WA
    October 2009


    One box and several documents that were previously requested were reviewed. Fifty-one documents for the Hanford site were retrieved.     During this data capture effort, five documents were reviewed and retrieved for Lawrence Livermore National Laboratory containing information such as: hazard category reduction of Building 251 from nuclear to radiological facility, inventory of heavy elements stored in Mosler safes, and a curie summary related to Building 251.

    Nine boxes of information were reviewed and 99 documents were retrieved on the Mound Plant. The following data was retrieved: tritium urinalysis data and results; thorium, U-233, and plutonium urinalysis data; tritium operations records; and bioassay count sheets in both loose records and bound logbooks.

Selected medical and personnel monitoring files, whole body count data, exposure investigations, tritium bioassay data, personnel contamination reports, medical x-ray related information, and external exposure with some neutron data was retrieved.

    Information was retrieved on the following: internal dosimetry information from 101 members of the Evaluation Team's sample group, tritium exposure reports for 1995 and the first quarter of 1996, liquid scintillation counter printouts with chains of custody for tritium bioassay samples, and tritium monthly dose input sheets from 1979 to 1986. Thirty-six file cabinet drawers and 19 file folders were reviewed. Approximately 133 documents were retrieved.

    Station monitoring worksheets (1949-1969), Stan Cohn's whole body count logbooks, visitors' bioassay (1988-1991), tritium documents, whole body count results (1972-1978), and whole body count histories (1980-1984) were retrieved for the Brookhaven National Laboratory. Twelve boxes and 2 file cabinets of information were reviewed and 200 documents were retrieved.

Technical Documents Used in Dose Reconstruction

If the energy employee's personal radiation information is incomplete, NIOSH will use other sources to estimate the radiation dose. This may involve using technical documents called Site Profiles, Technical Basis Documents, and Technical Information Bulletins. Memorandum of Understanding Between the U.S. Department of Health and Human Services and the U.S. Department of Energy

The Memorandum of Understanding (MOU) serves to set forth the authorities, responsibilities, and procedures between the Department of Health and Human Services and the Department of Energy to conduct statutorily mandated activities required to assist with claims processing under The Act.
